The photo reveals a rule of composition because the photo contains pattern and lines, two composition that catches the eye. The photo also shows a rule of art because the photo obtains color,shape and lines. There is obviously alot of color here which can be used to attract viewers. The differences are limited, both rules are used to appeal more to the people looking at the picture, the real difference is that Elements Of Art has more of a "Artistic" image. Explains the name, and Elements of Composition has more of a photographic image. But they  both work perfectly fit because photography is art. So i think.
